New Restaurants, New Homes, New Roadwork: 2012 Woodbury Development Tour

City officials recently took a tour of all that’s new in Woodbury, and checked out sites for future development.

During a two-hour bus tour last week, city officials got a chance to check out the latest developments—and sites for future homes and businesses—in Woodbury.

Most of it, of course, had already come across the desk of Mayor Mary Giuliani Stephens.

“But it’s nice to go out and get that bigger perspective,” she said.

Stephens has gone on the tour every year since she was a councilmember, and she said it’s a good chance to see how the city has grown each year and envision how it will look in the future.

Below is the list of stops, with information about each provided by city staff.

2012 Woodbury Development Tour

Valley Creek Road Reconstruction

  • Concrete from Bielenberg Drive to Interlachen Parkway
  • Bituminous mill and overlay from Interlachen to Woodbury Drive
  • Adding right turn lane on WB Valley Creek Road at Woodbury Drive
  • Adding flashing yellow left turn arrows at several intersections
  • Project should be completed by the end of fall

O’Halloran & Murphy Funeral Home

  • 12,617 SF
  • Last parcel in City Centre

Math & Science Academy Gymnasium

  • Approximately 28,000 SF
  • Gymnasium plus classroom space
  • Planning Commission and Council in October

Health Partners Expansion

  • 13,042 SF expansion
  • New dermatology department and expanded existing services

Aldi (former Borders)

  • 14,995 SF
  • Opening this fall

State Farm Corporate Campus

  • Marketed by NorthMarq
  • 100 acres; 450,000 SF office building
  • Zoned B-1 “Office Park” and guided “Places to Work”

Gateway Corridor

  • Alternatives Analysis nearing completion
  • Environmental phase is next (2013-2014)

McDonald’s at Commerce Hill

  • Site and building plan going to Planning Commission & Council in September
  • Three other retail buildings approved (21,206 SF)

Retail at City Walk

  • 5,014 SF initially
  • Single tenant: Mattress Firm
  • 3,000 SF future expansion

Becker Furniture World

  • 40,800 SF
  • Opening later this year
  • Relocated tenants (Hancock Fabrics) within the center

Views at City Walk (HRA Affordable Housing Site)

  • 2.2 acres owned by the Woodbury HRA
  • 45 apartment units for special needs/senior housing
  • CommonBond Communities to develop, own and manage
  • Begin construction this fall, occupancy next summer

Met Council Park and Ride

  • Federal funding for 500+ park and ride near Manning Ave. and I-94
  • To be constructed in 2013and scheduled to open in early 2014
  • Part of the future Northeast Business Park

Preferred Sands/Black Diamond

  • Original mining permit issued in 1972
  • Preferred Sands: Interim CUP approved to allow expansion of the sand mining operation until 2017
  • Black Diamond: ICUP allows continued slag processing and stockpiling until 2013

Habitat for Humanity

  • Purchased 24 foreclosed townhome lots in Garden Gate
  • 5-unit building completed in the spring
  • 4-unit building almost complete
  • Additional 4-unit building commencing this fall
  • Phased construction for remaining units

Eagle Brook Church

  • 75,000 SF, 1,500-seat church facility
  • Approximately 40 acres
  • Future extension of Eastview Road
  • Fundraising campaign underway
  • Possible construction in 2013

Wyncrest Development - Dancing Waters 11th-13th

  • Hans Hagen Homes, Pulte Homes, & Jim Deanovic
  • 222 single family lots and 18 townhome lots

Colby Lake Street Rehabilitation

  • Pond now anticipated to remove 16.5 lbs. of phosphorus per year

Woodbury Drive (CR 19) Reconstruction

  • Expanded to 4 lanes from Park Crossing to St. Ambrose entrance 
  • Final design work and easement acquisition in 2012; construction in 2013
  • Roundabouts at Lake Road and Bailey Road
  • Stormwater management features for water quality, quantity and reuse
  • October 9 Open House

Ridgestone 1st and 3rd

  • Lennar is the developer/builder
  • 35 single-family lots north of Lake Road (Ridgestone 1st)
  • 35 single-family lots south of Lake Road (Ridgestone 3rd)

Liberty Ridge Elementary School Site 2

  • Expanded existing building from 10,000 SF to 22,000 SF
  • Provide additional elementary education and pre-elementary education classrooms
  • Opened this September

Stonemill Farms 10th-14th

  • Last phases of Stonemill Farms
  • 124 single-family and 55 townhome lots

Stonemill Farms Stormwater

  • Infiltration basins will handle excess runoff from Stonemill Farms now
  • Will handle water from City properties in the future

Right Turn Lane at Pioneer Drive and Bailey Road

  • Added right turn lane for safety and efficiency reasons

Black Box Theatre at East Ridge High School

  • 1,700 SF addition
  • Under construction

Pioneer Drive Extension

  • Council workshop on Sept. 19
  • Recommend that we order plans and specifications
  • Extend from Hargis Parkway to Dale Road
  • Start construction in 2013

Phase 2A “Fields of Woodbury”

  • Council workshop on September 19
  • Recommend opening Phase 2A in November
  • Zoning & Subdivision Ordinances updated
  • Could see house construction by mid to late 2013 

Bielenberg Sports Center Expansion

  • Built in 1995; 15-year life expectancy of the dome
  • Council workshop on September 19
  • 90,000 square foot permanent field house and 20,000 SF (two-story) lobby expansion
  • Proposing additional refrigerated ice sheet and construction of Madison’s Playground
  • $20 million project

Urban Village “Bielenberg Gardens”

  • Master plan approved  in 2012
  • $100,000 grant from Met Council
  • Future retail (Places to Shop) - serve as retail/service center for southern Woodbury
  • Integrated with medium to high density residential (including senior)
  • United Properties is developer

Radio Drive Improvements

  • Expand to 4 lanes through Hargis Parkway
  • Pavement rehabilitation by Washington County to Military Road
  • $860,000 grant from Met Council for third pedestrian tunnel
  • Coordinate timing with development of Urban Village

Signal at Bailey Road and Woodlane Drive

  • To be installed this fall; geometric changes in 2013

Windwood Street Rehabilitation

  • Part of $7.5 million project, includes stormwater quality improvements including reuse
