A St. Paul resident was arrested on Nov. 8 for allegedly stealing food, threatening an officer with violence and fleeing a police officer by motor vehicle.

The incident occurred just after 3 p.m. at the Rainbow Foods in Valley Creek Plaza and the surrounding roadways, according to a Washington County criminal complaint filed by the Woodbury Police Department.

According to the complaint, Kevin Terrell Martin, 45, walked out of Rainbow Foods without paying for "a handful" of food. When the store manager approached him and ordered him to pay for the fare, Martin yelled an expletive at the man and drove off in a silver conversion van with Indiana license plates.

The Woodbury Police Department was called and a high-speed chase ensued.

Officers chased Martin along Bielenberg Drive, Steepleview Road, Queens Drive, Lamplight Drive and Woodlane Drive, reaching speeds of up to 70 mph.

The complaint also says Martin drove through several four-way intersections and veered into oncoming traffic twice during the course of the chase.

Police caught up with Martin in the parking lot of the Red Roof Inn and ordered him down on the ground.

Martin refused the order several times, according to the complaint, and the arresting officer attempted to tase Martin twice but the suspect's jacket deflected the charge both times.

A struggle ensued, and Martin allegedly tried to knock the taser out of the officer's hand and kicked the officer, causing him to fall.

Other Woodbury officers arrived on the scene and took Martin into custody.

In a post-arrest interview, Martin admitted to stealing food from Rainbow Foods and fleeing what he knew to be a police officer.

The charges against Martin include a misdemeanor, gross misdemeanor and felony.

Martin was released from custody and extradited to another jurisdiction after his arrest.

A pre-release investigation revealed that Martin had two outstanding warrants in Minnesota at the time of his arrest and a total of 60 warrants throughout his lifetime.
