St. Paul Woman Charged with Fleeing Woodbury Police

A St. Paul woman has been charged with fleeing police in a stolen car in Woodbury earlier this year.

Cecelia Rose Jackson, 20, is charged with two felonies: receiving stolen property, which carries a maximum penalty of five years in prison and a $10,000 fine; and fleeing a peace officer in a motor vehicle, for which the maximum penalty is three years in prison and a $5,000 fine.

According to the criminal complaint, a Woodbury police officer was leaving the police station about 9 p.m. Aug. 1 when he spotted a car with Wisconsin license plates driving through the parking lot, which was marked with a sign advising that only authorized personnel were allowed on the premises.

The driver, later identified as Jackson, appeared to wave at the officer, who pulled up behind her car and checked the license plates. The plates matched the description of a car that had been reported stolen in Burnett County, WI.

When the officer activated his siren and tried to pull over Jackson’s car, she accelerated, speeding east on Valley Creek Road. The chase continued onto Colby Lake Drive, with Jackson’s car swerving and sliding.

As Jackson neared the intersection of Colby Lake Drive and Interlachen Parkway, she made a violent left turn, forcing the officer to slow his squad car to avoid a collision, according to the complaint.

As Jackson turned, the officer attempted to stop her, but she pulled away and accelerated into oncoming traffic. She eventually struck a boulevard tree and came to a stop.

The officer found Jackson still in the car, leaning toward the passenger side, with straight linear cuts on both wrists. She repeatedly asked the officer to kill her, and continued cutting her wrists with broken glass while the officer waited for backup, according to the complaint.

A warrant against Jackson was issued in late August, and finally served on Dec. 20. She has been released from custody on her promise to make all future court appearances, including an omnibus hearing scheduled April 24 in Washington County District Court.
