Two Face Felony Charges in Alleged Lake Elmo Prostitution Bust

A Washington County Sheriff's Office detective answered a Backpage.com ad and was offered sex for a price at a hotel room in Lake Elmo, according to criminal complaints against a man and woman prosecutors say were behind the operation.

Prosecutors in Washington County have charged a man and woman from Minneapolis with felonies related to alleged prostitution in Lake Elmo. 

Chaudrick Jarmal Lee, 25, and Brandy Rae Rowe, 23, were arrested in a hotel parking lot on Thursday, according to criminal complaints filed Friday. 

The complaints against Lee and Rowe say their arrests came after another woman agreed to provide sexual services to an undercover Washington County Sheriff's Office detective in a room at the hotel at 8511 Hudson Blvd., where staff had complained of suspected prostitution. The detective had responded to an advertisement at Backpage.com. 

Rowe admitted to officers she placed ads at the Backpage site, answered calls and arranged meetings with customers, the complaint says. Lee admitted he served as driver for prostitutes, knew which hotel rooms they were in, and provided them with security services as needed, according to the complaint against him. 

Both face one count each of receiving profit from prostitution and promoting the prostitution of an individual. Each charge carries a maximum $15,000 fine and 15-year sentence for defendants found guilty. 

Six women, including the alleged prostitute named in the complaints against Lee and Rowe, were booked with lesser charges at Washington County Jail in Stillwater on Thursday, according to booking reports.
