Police Informant From Woodbury Arrested On Gun Charges

Jennifer Anne Allshouse was charged with two counts of possession of a firearm by a convicted felon.

A 30-year-old Woodbury woman was arrested on Jan. 20 and charged with two counts of possession of a firearm by a convicted felon after she interfered with a sting operation that she helped arrange.

According to a Dakota County criminal complaint filed on Jan. 23:  

Jennifer Anne Allshouse was working with agents from the Dakota County Drug Task Force, Dakota County SWAT and officers from the South St. Paul Police Department to execute a search warrant on a Park Street apartment in South St. Paul.

Allshouse was sent into the residence to confirm the presence of automatic weapons and drugs but, when contacted via text by her police handler, advised officers to wait "five minutes" before entering.

Authorities then witnessed Allshouse and a man later identified as William Howard Proto, of St. Paul, emerge from the building (carrying a duffle bag and a large box) and drive away.

Police again contacted Allshouse to ask why she had removed property from a house she knew was about to be raided. Police also told her they planned to stop the vehicle in which she was riding.  

Allshouse allegedly became "quite agitated" before hanging up the phone. 

Upon searching the vehicle, authorities found the following weapons:

  • H&K 9mm handgun (loaded)
  • Cobray 9mm handgun
  • Colt .32 revolver (loaded)
  • 7.62 Cal. Bohmische Waffenfabrik handgun (loaded)
  • Several additional rounds of ammunition and magazines for the weapons  

Police also found Allshouse in possession of two syringes. 

After arresting Allshouse and Proto, police executed the search warrant on the Park Street building and found an SKS-style assault rifle, several bubble pipes and five plastic bags containing a white crystalline substance.

Each of the charges against Allshouse carries with it a maximum penalty of 15 years in prison and a $30,000 fine. 

An analysis of Allshouse's criminal record revealed convictions for fifth-degree controlled substance (2009); check forgery in Dakota, Washington and Scott counties (2009 and 2010); and felony possession of methamphetamine (2011).
