Urban Village Plans, Senior-Living Facility, 2014 Levy: Woodbury Council Preview

The Woodbury City Council meets at 7:30 p.m. Wednesday, Sept. 11.

The Woodbury City Council on Wednesday is expected to hold a public hearing on items related to Bielenberg Gardens, a mixed-use development slated for the southwest corner of Radio Drive and Bailey Road.

Bielenberg Gardens Retail, LLC, is looking to build a grocery-anchored retail complex (totaling 147,800 square feet) at the site. It will be a Jerry’s Enterprises grocery, with an attached liquor store and other retail pads.

The vision for Bielenberg Gardens is a more urban setting that will “separate it a bit from a (typical) suburban development,” Eric Searles, Woodbury associate planner, said after the planning commission reviewed the application in late August.

The city is hoping to have higher-density development at Bielenberg Gardens and more pedestrian-friendly infrastructure than is generally found in Woodbury, though some planning commission members at an August meeting expressed concerns with the walkability of the site and lot sizes.

Specifically, developers are seeking approval for:

  • rezoning;
  • planned unit development;
  • conditional use permit;
  • preliminary plat; and
  • site and building plan.

In other action, the council is expected to…

  • set the preliminary levy for 2014, which is expected to go up 2.76 percent (once set it can only be lowered). It would mean a $6 increase for the average value home. The council will also likely set this year’s Truth in Taxation meeting for Dec. 11.
  • hold a public hearing for Edgewood Vista, a planned two-story, 60-unit senior-living facility on Century Avenue, south of Lake Road and west of Interstate 494. A portion of the site is owned by the city—acquired as part of the construction of the Lake Road/I-494 interchange—and the applicant, Oppidan Investment Compan, hopes to purchase the parcel from Woodbury.
  • hold a public hearing on an application for the Highland Hills preliminary plat. The applicant, Redstone Builders, is requesting to plat nine single-family lots on 4.43 acres. The property is located south of Valley Creek Road, east of Princeton Bay and north of Princeton Road.
