Woodbury Moves Forward on 2013 Roadwork Projects

The city plans to improve 5.5 miles of streets this construction season.

Five and a half miles of Woodbury roads will be improved this year under a resolution the City Council approved Wednesday.

The work—set to begin in early June and run through October—is estimated at $4.2 million, with about $1.1 million coming from assessments.

Mayor Mary Giuliani Stephens noted that the cost is slightly more than the city has budgeted for roadwork this year, but Paul Kauppi, assistant city engineer, said bids for the Radio Drive expansion work have been favorable, and he expects the same for the road projects that were under discussion Wednesday.

The 2013 construction is planned at:

  • Tahoe Road
  • Carver Park Drive and Carver Park Circle
  • Woodlane Hills and Victoria Place
  • Glen Road (Century Avenue to Radio Drive)
  • Rolling Acres
  • Century Avenue (Kalen Drive to Military Road)

“These roads seem to be in pretty bad condition,” Councilwoman Amy Scoggins said.

Kauppi gave a rundown of each project for the council, noting that any pavement-condition index (PCI) rating under 70 typically requires maintenance.

Glen Road

Glen Road was paved in the 1970s and the PCI for that stretch of road ranges from 21-50.

Plans call for the installation of 300 feet of guardrail in addition to the roadwork.

There are 38 assessable properties in the area, and because it’s more rural the estimated costs to homeowners will vary widely, from $3,700 to $12,400, based on acreage.

Century Avenue

The PCI for the portion of Century Avenue that will be fixed up ranges from 11-40. It’s going to be a joint project with Newport, which is taking on half the cost ($183,950).

There is only one assessable lot along Century Avenue; the assessment is estimated at $16,137.

Rolling Acres

Rolling Acres features larger residential lots and the streets and utilities are about 30 years old, and the PCI is 11-40.

There are 79 assessable units in the area.

Tahoe Road

Originally constructed in the early 1990s, Tahoe Road’s PCI is 11-40.

Carver Park Drive, Carver Park Circle

One note about this project: a sidewalk will be installed on the south and west sides of Carver Park Circle.

Woodlane Hills, Victoria Place

Built in the mid- and late-1980s, the area has 165 assessable units and the PCI is 11-30.

There will also be pond maintenance in Victoria Park as part of the project.

Assessments

An assessment hearing is scheduled for May 22.

The costs for the roadwork will be clearer after the city receives bids for the construction, but a breakdown, along with funding sources, is outlined on the city’s website.
