Major Decisions on Bielenberg Sports Center Expansion: Woodbury Council Preview

The Woodbury City Council meets at 7:30 p.m. Wednesday at City Hall.

Woodbury on Wednesday could take a big step toward a new Bielenberg Sports Center. Or three, to be exact. The City Council is set to consider three measures that would move the $21.8 million project forward. The city plans to raze the aging dome this April and start construction on a new field house and lobby. Specifically, the council is expected to vote on: The city over the past several months has refined its plans for the 120,054-square-foot expansion project, which will not require the city to raise taxes. The project also includes $500,000 in improvements to the two existing rinks, along with a third sheet of outdoor ice geared toward pleasure skating. Beer at Bielenberg? Woodbury Plans to Ask Residents in Community Survey (Updated)

The Woodbury City Council on Wednesday discussed the proposed questions for its biannual community survey. Vote in our poll at the bottom of the story.

During a discussion Wednesday of the city’s upcoming community survey, the Woodbury City Council briefly talked about asking residents whether beer and wine should be available at the Bielenberg Sports Center. Woodbury plans to begin construction this spring on a new $21.8 million field house to replace the aging dome. The city is also seeking a new food service provider for the facility. Councilman Christopher Burns broached the topic Wednesday as the council was going through the proposed questions for the survey. He said the idea of selling beer and wine at Bielenberg hasn’t been discussed at the council level as part of the expansion process. “Maybe we should get some constituent feedback,” Burns said. Open Space: One Parcel Off the Market, Woodbury Eyes La Lake Land

Half the funding for the $800,000 parcel would come from Washington County’s Land and Water Legacy program, under the current proposal.

The Woodbury City Council was planning to discuss Wednesday the purchase of two parcels that would expand the city’s open space acreage. Instead, staff found out earlier this week that one of the parcels—a 15-acre site near the Valley Creek Open Space—had been purchased. “That one is off the market,” said Bob Klatt, the city’s Parks and Recreation director. So the council’s attention during Wednesday’s workshop turned to property around La Lake, the former Lone Lake Kennels land adjacent to the existing La Lake Open Space. A recent appraisal of the 30-acre La Lake parcel put its value at $800,000. Woodbury to Consider Buying Parcels for $1 Million Using Land and Water Legacy Dollars

Part of a plan that would expand open space in the city, staff anticipates the Washington County program would contribute half the cost.

Looking to add to the city’s open space acreage, the Woodbury City Council on Wednesday will discuss a plan to purchase two parcels in the city. The parcels are:   Under the current plan, half of the cost of the purchases would fall to the city, with the other 50 percent coming through Washington County’s 2006 voter-approved Land and Water Legacy Program. The cost sharing would be similar to the method used to purchase a Dale Woods parcel in 2010, according to the council memo. Both parcels are on the priority open space acquisition list in Woodbury’s Park, Trail and Recreation Plan. By purchasing the Lone Lake Kennels land, the city would own more than 50 percent of the shoreline along La Lake. The land near the Valley Creek Open Space …

Snapshot: Woodbury’s Rebholz, Scoggins Take Oath of Office

Both were re-elected to a fourth term on the Woodbury City Council in the 2012 election.

Amy Scoggins and Paul Rebholz were sworn in during Wednesday night’s Woodbury City Council meeting at City Hall. Woodbury Welcomes Newest Police Officers

It was a packed house Wednesday at City Hall as three new officers were sworn in.

One whose brother is on the force. Another who grew up in Woodbury and was a member of the city’s police and fire explorer programs. The third coming with rave reviews from a nearby department—and her husband was watching online from Afghanistan. Three new Woodbury police officers were sworn in during Wednesday night’s City Council meeting. Dozens of friends and family members, along with public safety personnel, were on hand for the ceremony. The new officers are Brett Roddy, Garrett Kissner and Caitlin Jaworski. They were chosen from a field of more than 200 applicants, said Public Safety Chief Lee Vague. Roddy comes from a public safety family, Vague said, and has a brother in the Woodbury department. Kissner, was hired as a community …

Oath of Office, New Police, Liquor Licenses: Woodbury Council Preview

The Woodbury City Council meets for the first time in 2013 on Wednesday, and will see council members and new police officers sworn in, along with the likely approval of four liquor licenses and the possible adoption of a new special-events policy. Phase 1 for Phase 2: New Development Plans for Woodbury

The Woodbury City Council got a look at the proposed Bailey Lake development during Wednesday night’s meeting.

The journey toward 6,000 new homes in Woodbury begins with a single step. Or maybe a single 40-acre parcel with 98 homes. Bailey Lake represents the first development application for Woodbury’s so-called Phase 2, a portion of which the city recently opened up for development. The Woodbury City Council on Wednesday approved several measures that move the project forward. “That’s a big milestone,” Mayor Mary Giuliani Stephens said following the council’s unanimous approval. Ryland Homes, in conjunction with Woodbury-Tandem Limited Partnership, plans two phases of development in the area (see map). The first is the 40-acre, 98-home development; the second, south of the first, is a 60-acre parcel where developers are planning 209 new homes. …

Woodbury Council Approves 2013 Budget, Levy

The average value home in Woodbury will see a $6 increase in taxes in 2013.

Despite $220,000 in cuts over the past few months, most Woodbury residents will still see a slight increase in their 2013 taxes. The Woodbury City Council on Wednesday approved the 2013 budget and levy. The increase on the average value home is expected to be $6. Home values in Woodbury are still in decline, City Administrator Clint Gridley said, though new housing units are up this year and sheriff’s sales are down. “Our market is healing,” he said. Still, because home values are down, tax rates will go up for many in Woodbury. It’s estimated that 57.5 percent of homeowners will see an increase. That increase (or decrease) depends on the assessed value of a home. Mayor Mary Giuliani Stephens noted that the value of her home has gone down …

Woodbury Man Hopes to Open New Liquor Store Soon

The Woodbury City Council on Wednesday approved a liquor license for Aqua Vitae Wines and Spirits.

A Woodbury man plans to open a new liquor store in town during the first quarter of 2013, possibly as early as January. Owner Dave Wolfe, who has lived in the city for the past 15 years, said he’s still working out some of the details for Aqua Vitae Wines and Spirits, set to open at 779 Bielenberg Drive, suite 102. “This is my first foray into it,” said Wolfe, who has experience with local beer wholesalers and Redhook Brewery. Wednesday, the Woodbury City Council approved an off-sale liquor license for the store at Tamarack Hills. The store will carry special items, along with the standard liquor store selections, Wolfe said. He wants Aqua Vitae Wines and Spirits to be a place people can go to get information about beer, wine and liquor in…
