A phony 911 call in Oakdale in September 2012 was part of the impetus for Sen. Susan Kent's introduction of legislation that would create criminal charges and establish penalties against those who make emergency calls under false pretenses. The bill, Senate File 1168, is Kent’s first to pass out of the Senate. She is a first-term DFLer from Woodbury. Kent recalled the phony call in Oakdale, saying police could have shown up with guns drawn. Fortunately, police sensed something was awry, and a full response wasn't sent. The victim was muddy, but it's the suspects whose records are now dirty. Three men face felony charges stemming from an April 9 incident at Woodbury’s Central Park in which one of the men allegedly swiped a man’s laptop while he was working at a desk. The victim chased the perpetrator following the theft and was muddy and distraught when he gave the account of the incident to police, according to the criminal complaint. Terrance Daronze Hardie was charged with felony theft, while Ernest Xavier Breland and Travon Thomas Ferrara were charged with felony aiding and abetting theft. A St. Paul man allegedly used a garbage can—twice in the span of four days—to steal items from the Woodbury Wal-Mart. William Robert Evans, 45, faces a felony theft charge in connection with the September 2012 incidents in Woodbury. Wal-Mart workers contacted police after noticing missing merchandise and seeing on surveillance footage two people enter the store on Sept. 20 and place several items inside a garbage can they had in a cart, according to the criminal complaint. The man pushed the cart out of the store without paying for the items (valued at $495) in the garbage can, the complaint says. Alberto Prece Palmer has been charged with second-degree murder in the death of Brittany Clardy, whose body was found in a car at an impound lot last month, according to a release from the Anoka County Attorney's Office. Palmer, 23, was arrested Wednesday in Woodbury after investigators tracked cell phone and Internet records connected with Clardy, 18, who had been working as a prostitute, officials said at a Thursday press conference. Christine Celeste Burtman was arrested in Woodbury after a resident told police she saw her trying to enter houses in the city’s Homestead Hills neighborhood.
After police arrested a woman who was apparently trying to enter homes in Woodbury’s Homestead Hills neighborhood on Jan. 23, investigators believed she was connected to other residential burglaries. Now, Christine Celeste Burtman, 46, has been charged with burglary stemming from a Jan. 4 incident in Marine on St. Croix, along with two counts of attempted burglary connected to her recent arrest in Woodbury. Burtman, aka Sharon Kay Burtman, was arrested Jan. 23 after a resident called police when she tried to enter the front and back doors of a home at the 8000 block of Greenbriar Lane, according to the complaint. An Oakdale woman has been charged with third-degree murder stemming from the August 2012 methadone overdose of a Scandia man. Emily Katherine Frye, 21, provided Frank Eck, of Scandia, with the drugs that killed him, according to a Thursday release from the Washington County Attorney’s Office. A Woodbury man faces a felony assault charge after he allegedly punched a woman in the face because she would not sleep with him. If convicted, Antonio Lee Richardson, 23, could get up to five years in prison and a $10,000 fine stemming from the Sept. 11 incident on Harvest Path in Woodbury. Police were called to the home at about 4:30 a.m. and found a woman sitting on a couch, doubled over and crying in front of a large bowl, into which she vomited several times in the presence of officers, according to the criminal complaint.
