Amy, I asked the city about the land near Hooper's Yachts, this is what I got back:

That’s the Dale Woods open space, which is owned by the City of Woodbury. Our Parks crews are out there removing dead trees and buckthorn from the property.

Parks crews mowed the trails there last summer and covered them with woodchips (no asphalt trails.)

The property is open for the public to use; the gravel parking lot is accessible from Manning Avenue. (The parking lot is gravel for now because its location could change in the future.)
