You are simply incorrect.

But it seems like you were well aware of the fact that this money was, in fact, in last year's budget.....and you very cleverly choose to omit that fact.

You can't count the stimulus money as part of the budget. That's a one time windfall. It's like counting your christmas bonus as part of your salary. And we all know what happened to Clark Griswold when he did that! (Christmas Vacation)
