Phase 1 for Phase 2: New Development Plans for Woodbury

Bailey Lake represents the first development application for Woodbury’s so-called Phase 2, a portion of which the city recently opened up for development.

The Woodbury City Council on Wednesday approved several measures that move the project forward.
“That’s a big milestone,” Mayor Mary Giuliani Stephens said following the council’s unanimous approval.

Ryland Homes, in conjunction with Woodbury-Tandem Limited Partnership, plans two phases of development in the area (see map). The first is the 40-acre, 98-home development; the second, south of the first, is a 60-acre parcel where developers are planning 209 new homes.
The council discussed trail connections (a portion of Mile Drive will be turned into a trail), and vehicle access points for adjacent neighborhoods (see the PDF with this post). There is a 40-acre parcel north of Bailey Lake, and the city is trying to maintain flexibility when it comes to future road access, said Community Development Director Dwight Picha.
The city council in November approved opening up the Fields of Woodbury (sub-Phase 2A) for development, part of a managed growth plan that envisions 6,000 new homes in Phase 2 over the next decade.
Specifically, the council on Wednesday approved rezoning, a planned-use development, conditional use permit and preliminary plat for the area.
